Highly collaborative governance
The Joint Development Committee usually meets on a monthly basis and is largely more operational in focus whereas the Joint Steering Committee meets quarterly and is more strategic in focus. Equal numbers of representatives have voting rights from each party. The Executive Committee ensures there is an escalation route if agreement cannot be reached within the other committees but, based on a good solid collaborative approach, this should only be used in exceptional cases.
